IGNORANCE IS NO EXCUSE

Should regulators  require complex technical operations Boards ,like Enbridge and Kinder Morgan, to include a competent  professional  organizational ‘technical’ FUNCTION …to provide  counsel to the Board,,as required,— similar to the that   provided by the Corporate Financial Officer  FUNCTION  !

The U.S. NTSB report suggests that more could have been done to prevent the Kalamazoo incident –

….see  http://www.ntsb.gov/investigations/AccidentReports/Reports/PAR1201.pdf

3.2 Probable Causes…    …. corrosion fatigue cracks …

…crude oil (leak) undetected  for over 17 hours……deficient integrity management procedures…

..the Pipeline and Hazardous Materials Safety Administration’s (PHMSA) weak regulation ….

..Enbridge’s failure , to ensure the availability of well-trained emergency responders ….

The CTO must provide timely counsel the Board to assist  them in dealing with public safety matters ,  to better protect the public and  shareholders interests..

Surely the Enbridge Board  was not aware of the  probability   of their pending July 2010 pipeline DISASTER .—would a CTO FUNCTION  have helped to avoid this incident??

Just asking ?
