Should regulators require complex technical operations Boards ,like Enbridge and Kinder Morgan, to include a competent professional organizational ‘technical’ FUNCTION …to provide counsel to the Board,,as required,— similar to the that provided by the Corporate Financial Officer FUNCTION !

The CTO must provide timely counsel the Board to assist them in dealing with public safety matters , to better protect the public and shareholders interests..
Surely the Enbridge Board was not aware of the probability of their pending July 2010 pipeline DISASTER .—would a CTO FUNCTION have helped to avoid this incident??
