BUILD A REFINERY AND INCREASE EXPORTS

Alberta Premier   not afraid to go it alone…and wants to build a refinery in Alberta !…Alberta will  use its  powers to respond decisively and to the punish Ottawa’s ineptness in dealing with pipelines/export issues  !

Yes ,why not extend the goal and team up with BC and jointly call for bids(by Enbridge and/or Trans Canada Pipelines)  to build a new bigger  pipeline from Alberta to Port Simpson thus allowing larger tankers to carry more oil to market and no longer threaten BC southern communities with that goofy Trans Mountain Expansion (TMX) pipeline scheme resulting in  happier/healthier  whales and at the same time reducing potential for tanker spills in BC busy multibillion dollar visitor business areas in southern BC,

Let the winner operate/purchase  existing  Tran Mountain system  to ensure that products are in sufficient supply without the current price gouging we experience in BC . Subject to review such a plan could meet requirements of recent Federal Court of Appeal order to fix he ill-conceived TMX ?.

Proponents of such a plan should be happier given  pending elections !

WAKEY ENBRIDGE…TIME TO ACT ….AND WIN !

Our government appears to have billions to spare…to build a goofy pipeline that NO COMMUNITY IN southern BC wants.  Our new Fisheries and Oceans Minister Jonathan Wilkinson.MP chose to not listen to his constituents and consequently was rewarded with a cushy new job.!! A couple of Liberal  MPs did speak in support of  constituents who disliked TCM.. Will  their  names on the next election ballot as a Liberal candidates…come Oct 2019 ?

Recall when  our Senate recommended   “government must … restore legitimacy to the pipeline approval process.”

Recently our government recognized that TMX review process was “flawed” and Government  have now put together a much more “robust “ review/assessment process…clearly spelled out in Omnibus Bill C69. Canadians have an opportunity to apply these more rigorous assessment criteria…!

Saga after saga have developed as government struggled with the ill-conceived TMX pipeline to the extent that the proponent(Kinder Morgan) saw fit to walk away from their much publically challenged proposal ! Eventually Government panicked and bought out the Kinder Morgan project…for billions ! The original Government project review was flawed but the new Omnibus Bill assessment criteria would permit creation of a much less risky plan…particularly as it relates to the TMX  greatly increased tanker traffic in busy, environmentally challenged southern BC waters !

The opportunity to correct this unfortunate TMX plan exists as now the Canadian public own TMX. Should the new owners, Canadians , demand that government “restore legitimacy “with a new study carried out with Government’s own Bill C 69 more robust assessment criteria !

Start NOW and build new safer, larger infrastructure with a new pipeline from Alberta to near Port Simpson where larger tankers could enter the open Pacific without wiggling their way through our busy Salish Sea waters and end up with much closer access to Asia markets.

Yes ,such a plan would require dilbit laden tankers to deliver to Washington ,etc. to US refineries…a reasonable compromise to serve  existing customers while potentially  gaining the intended Enbridge(PNG) Asia markets .

This concept serves Alberta desire to increase exports, jobs ,tax revenues ,etc.   and BC’ desire to reduce potential tanker spill probability !

One more knee jerk task remains for the PM…remove his unfounded northen BC ban on crude oil tankers from travelling northern BC waters…maybe  new Minister (Wilkinson) could help with this chore ?

THE SMARTER PIPELINE…

After public outcry,Energy East , decided to NOT  build marine terminal ,  proposed for a beluga whale calving  area.
IMAGINE —a PIPE-LINER that  …   RESPONDS  to public concern !
Why do we require two pipelines (ENBRIDGE AND KINDER MORGAN) to   transport about the same amount oil, one quarter the distance ??
Build one pipeline system from Alberta to an open ocean location north of Prince Rupert.. maybe  in a  common pipelines corridor
..and DO NOT ROUTE BITUMEN LADEN TANKERS through BC’ multibillion dollar revenue generating,environmentally sensitive waters(Douglas Channel,Burrard Inlet,Salish Sea) ….. AND   FORGET about needlessly  mutilating  more than  thousand kilometres of Canada’s  wilderness !

PIPELINES AND POLITICS !

Recently,I sent an email to Mr. Wilkinson (local Liberal Party candidate) inquiring about the Liberal Party position ‘on the Kinder Morgan pipeline twinning project’ ..Many  Burrard Inlet Community Residents ( BICRes) are  VEHEMENTLY  OPPOSED to this ill-conceived,unnecessary project !!!

I expected to hear some RELEVANT COMMENT …instead,see below.

“Carl  ;  ….get Canada back on track  to fulfilling its potential – as a respected member of the global community.

 Please consider making a donation to my campaign.    A $50 contribution is eligible for a $37.50 tax credit….”  etc…

Luckily I found out about the Liberal Party position..on the Kinder Morgan twinning project…from a CTV news item..

It  goes something like this…Trudeau is ‘willing to consider the project…if it passes the environmental review…and gets support from the affected communities.’.?? What ??
Surely  Mr. Wilkinson ..will interpret for we BICRes  !!

THE NEW BITUMEN EXPORT PLAN

The  bitumen export PROJECT includes several infrastucture issues which will not be ‘covered’ by the ‘Harper rejigged’ NEB.  ‘The  majority of Southern BC public, and local governments ,cannot offer, to the NEB,their reasoned concerns about this ill-conceived marine/tanker component of this PROJECT …and the missing independently,scientifically developed, ‘world class’ BITUMEN containment and recovery system-  so glibly promised by Mr. Harper !!

There still is time  for Mr. Harper and his new ‘hot shot’ Aussie strategist to develop a more publically acceptable bitumen export plan for the BC electorate to consider ..before the election ? A plan that  avoids the need to send those unwelcome  bitumen- laden tankers through our most precious ,environmentally sensitive waters, that create multi billions in revenues for the BC tourist and fishing industries ! Of  course the Enbridge, Northern Gateway Project must also be included in any PROJECT  improvement plan !!

It’s time to ‘have a talk’ with your pipeline pals Mr. Harper….to ‘CONVINCE’  them about the need for a new,publically acceptable,  Alberta bitumen export plan..!

Enbridge and Kinder Morgan ,by now, must know that … SMARTER ,’ sincere’, early  PUBLIC CONSULTATION and NEGOTIATIONS  with the many who OBVIOUSLY  would be concerned, may have seen pipelines much closer to the  construction phase  by now…and, could have shown a better economic outlook for Alberta—and Canada.
BUT, when the  pipeliners, and government , decide to disregard BC public concerns,outright, we will resist. Now we will   call on the ’ new bunch’ in Ottawa to ‘ counsel’ the oil patch to hear the public and not ignore/scoff  at  their concerns… Build pipelines that  offer,statistically,  minimum threat to our lands and waters. Douglas Channel,Burrard Inlet and the Salish Sea  support   some of our most important ,multi-billion dollar economic and environmental related  businesses… !
BC knows about export and import infrastructure and deals with problems frequently…….and does not welcome  these,unnecessarily risky  , pipe line ‘schemes’ !

HARPER ‘WORLD CLASS’ HOKUM !

Double hulls…pilots…tethering  tugs,surveillance,..etc.. should help to better control tankers….true.  Recent headlines show that the , more uncontrollable ‘ instrument’,  PEOPLE, remain  to create a problem–because of inadequate training, personal  stress, ‘medical’ monitoring, being distracted ,over/under medicated, political/religious fanaticism, etc.  !

 

 

WHY have we not seen an INDEPENDENT  ,’world class’ , ’RISK’ analysis…  that should help the decision makers to ‘order’  a route that offers the least likely probability of a bitumen laden shipping spill in  our most environmentally sensitive,economically lucrative  waters ..namely Douglas Channel, Salish Sea, Burrard Inlet.. ?

Pipelines and tankers are here for a long while… and  someone must decide how and WHERE,  best, to utilize these vital transport methods..

Sorry ,Mr. Harper, but your promise  promise of of a ‘world class’ bitumen containment and recovery system is seen as so much political  hokum….but common sense and science should help us to build a more publically acceptable, least risk, bitumen transport system—

The Minnesota Court of Appeals has reversed a state regulator’s decision to grant a certificate of need for Calgary-based Enbridge’s proposed Sandpiper oil pipeline …..and requires the environmental impact statement be completed BEFORE …. the certificate is granted……. ??

Like in  BC,   Enbridge and Kinder Morgan  want to BUILD  pipeline systems  that will require  tankers to,NEEDLESSLY,  travel through our  environmentally sensitive ,multi billion dollar revenue  generating coastal waters…without a publically(environmentally) acceptable tanker routing plan !!! .We must insist that our  leaders/regulators  do the sensible thing, and obtain public approval for  routing of the pipelines and bitumen-laden tankers !

Fortuitously, the BC public  have the opportunity to CHOOSE  a leader that will listen and deal with  BC’ concerns…one who is ‘SMART’ enough to learn from this common sense approach taken by this Minnesota court  !?

Mr. Prentice,Alberta Premier ,and Mr. Al Monaco ,Enbridge President and CEO ,each have   mused about the possibility of moving out of Douglas Channel…showing a willingness to look at options…!
Premier, Christy Clark recently appointed Mr. Shawn Atleo  ,Past National Chief of the Assembly of First Nations, …, to help negotiate with First Nations…great !
Mr. Harper ,with those leaders named above ,and each with  significant vested interests,  could develop a ‘new concept’ plan for a  BC/Alberta pipeline….  ..Such an open, publically led plan ,should provide Mr. Harper with  enough POLITICAL AMMUNITION …to get this bitumen export plan ‘SAFELY’ through parliament .
Any plan must show ,clearly, that there will be no, unnecessary , increased bitumen laden tanker traffic in our busy,environmentally sensitive ocean waters.
For this reason,  the Kinder Morgan (KM) scheme remains unacceptable  … and they then become a partner  in the new concept plan.
Let Enbridge and KM project engineers, jointly ‘prepare’ this ‘new concept’  Alberta to Port Simpson ,simpler,combined pipelines system plan ,for an ‘expedited’ NEB review…which provides open access, for Alberta bitumen, to reach world markets ,that will pay negotiated  prices and  help Canada’s weakening  economy …
