After public outcry,Energy East , decided to NOT  build marine terminal ,  proposed for a beluga whale calving  area.
IMAGINE —a PIPE-LINER that  …   RESPONDS  to public concern !
Why do we require two pipelines (ENBRIDGE AND KINDER MORGAN) to   transport about the same amount oil, one quarter the distance ??
Build one pipeline system from Alberta to an open ocean location north of Prince Rupert.. maybe  in a  common pipelines corridor
..and DO NOT ROUTE BITUMEN LADEN TANKERS through BC’ multibillion dollar revenue generating,environmentally sensitive waters(Douglas Channel,Burrard Inlet,Salish Sea) ….. AND   FORGET about needlessly  mutilating  more than  thousand kilometres of Canada’s  wilderness !

OK ,Mr. Harper and  wannabe BC pipeliners  listen-up , and show similar concern for BC’ rare and valuable  wild life …and build BC marine terminals where there is much much less potential of injury to BC wildlife…!
Why do we require two pipelines (ENBRIDGE AND KINDER MORGAN) to   transport about the same amount oil, one quarter he distance ?? Surely one combined pipeline system could be built and operated for considerably less cost… ??
Build one pipeline system from Alberta to an open ocean location near Port Simpson ,possibly complete with refinery,in a common pipelines corridor .. maybe jointly with a gas pipeline..and forget mutilating  ,needlessly, more than a thousand kilometres of Canada’s  wilderness !

PIPELINES AND POLITICS !

Recently,I sent an email to Mr. Wilkinson (local Liberal Party candidate) inquiring about the Liberal Party position ‘on the Kinder Morgan pipeline twinning project’ ..Many  Burrard Inlet Community Residents ( BICRes) are  VEHEMENTLY  OPPOSED to this ill-conceived,unnecessary project !!!

I expected to hear some RELEVANT COMMENT …instead,see below.

“Carl  ;  ….get Canada back on track  to fulfilling its potential – as a respected member of the global community.

 Please consider making a donation to my campaign.    A $50 contribution is eligible for a $37.50 tax credit….”  etc…

Luckily I found out about the Liberal Party position..on the Kinder Morgan twinning project…from a CTV news item..

It  goes something like this…Trudeau is ‘willing to consider the project…if it passes the environmental review…and gets support from the affected communities.’.?? What ??
Surely  Mr. Wilkinson ..will interpret for we BICRes  !!

THE NEW BITUMEN EXPORT PLAN

The  bitumen export PROJECT includes several infrastucture issues which will not be ‘covered’ by the ‘Harper rejigged’ NEB.  ‘The  majority of Southern BC public, and local governments ,cannot offer, to the NEB,their reasoned concerns about this ill-conceived marine/tanker component of this PROJECT …and the missing independently,scientifically developed, ‘world class’ BITUMEN containment and recovery system-  so glibly promised by Mr. Harper !!

There still is time  for Mr. Harper and his new ‘hot shot’ Aussie strategist to develop a more publically acceptable bitumen export plan for the BC electorate to consider ..before the election ? A plan that  avoids the need to send those unwelcome  bitumen- laden tankers through our most precious ,environmentally sensitive waters, that create multi billions in revenues for the BC tourist and fishing industries ! Of  course the Enbridge, Northern Gateway Project must also be included in any PROJECT  improvement plan !!

It’s time to ‘have a talk’ with your pipeline pals Mr. Harper….to ‘CONVINCE’  them about the need for a new,publically acceptable,  Alberta bitumen export plan..!

 

 

IT’S THE ECONOMY….

Enbridge and Kinder Morgan ,by now, must know that … SMARTER ,’ sincere’, early  PUBLIC CONSULTATION and NEGOTIATIONS  with the many who OBVIOUSLY  would be concerned, may have seen pipelines much closer to the  construction phase  by now…and, could have shown a better economic outlook for Alberta—and Canada.
BUT, when the  pipeliners, and government , decide to disregard BC public concerns,outright, we will resist. Now we will   call on the ’ new bunch’ in Ottawa to ‘ counsel’ the oil patch to hear the public and not ignore/scoff  at  their concerns… Build pipelines that  offer,statistically,  minimum threat to our lands and waters. Douglas Channel,Burrard Inlet and the Salish Sea  support   some of our most important ,multi-billion dollar economic and environmental related  businesses… !
BC knows about export and import infrastructure and deals with problems frequently…….and does not welcome  these,unnecessarily risky  , pipe line ‘schemes’ !

HARPER ‘WORLD CLASS’ HOKUM !

Double hulls…pilots…tethering  tugs,surveillance,..etc.. should help to better control tankers….true.  Recent headlines show that the , more uncontrollable ‘ instrument’,  PEOPLE, remain  to create a problem–because of inadequate training, personal  stress, ‘medical’ monitoring, being distracted ,over/under medicated, political/religious fanaticism, etc.  !

 

 

WHY have we not seen an INDEPENDENT  ,’world class’ , ’RISK’ analysis…  that should help the decision makers to ‘order’  a route that offers the least likely probability of a bitumen laden shipping spill in  our most environmentally sensitive,economically lucrative  waters ..namely Douglas Channel, Salish Sea, Burrard Inlet.. ?

Pipelines and tankers are here for a long while… and  someone must decide how and WHERE,  best, to utilize these vital transport methods..

Sorry ,Mr. Harper, but your promise  promise of of a ‘world class’ bitumen containment and recovery system is seen as so much political  hokum….but common sense and science should help us to build a more publically acceptable, least risk, bitumen transport system—

Let our leaders LEAD !

Mr. Prentice,Alberta Premier ,and Mr. Al Monaco ,Enbridge President and CEO ,each have   mused about the possibility of moving out of Douglas Channel…showing a willingness to look at options…!
Premier, Christy Clark recently appointed Mr. Shawn Atleo  ,Past National Chief of the Assembly of First Nations, …, to help negotiate with First Nations…great !
Mr. Harper ,with those leaders named above ,and each with  significant vested interests,  could develop a ‘new concept’ plan for a  BC/Alberta pipeline….  ..Such an open, publically led plan ,should provide Mr. Harper with  enough POLITICAL AMMUNITION …to get this bitumen export plan ‘SAFELY’ through parliament .
Any plan must show ,clearly, that there will be no, unnecessary , increased bitumen laden tanker traffic in our busy,environmentally sensitive ocean waters.
For this reason,  the Kinder Morgan (KM) scheme remains unacceptable  … and they then become a partner  in the new concept plan.
Let Enbridge and KM project engineers, jointly ‘prepare’ this ‘new concept’  Alberta to Port Simpson ,simpler,combined pipelines system plan ,for an ‘expedited’ NEB review…which provides open access, for Alberta bitumen, to reach world markets ,that will pay negotiated  prices and  help Canada’s weakening  economy …

This news story asks …”whether the federal Harper government has the final authority”…Harper  may have the ‘authority TODAY—but after Oct, 2015 –who will have the authority ??

 

Kinder Morgan ,WITHOUT ASKING,  applied   their typical bullying  tactics,decided that significantly increasing bitumen traffic in our busy waters ,would be OK for  Southern BC citizens !!

This southern BC ocean and islands geography is  the cornerstone of our  tourist economy and results in multibillion dollar annual taxes,  jobs, and income  for many local businesses..

Ocean bitumen spills are the main concern AND UNTIL there is a INDEPENDENTLY DEVELOPED, SCIENTIFICALLY PROVEN containment and recovery method developed and field demonstrated   ,  IN TYPICAL OCEAN CONDITIONS, the pipelines schemes .as proposed ,are  publically UNACCEPTABLE  !

Enbridge was equally dumb when they chose the environmentally sensitive Douglas Channel shipping route !

It’s time for ‘Plan B’—build ONE JOINTLY OPERATED PIPELINE, from Alberta to Port Simpson..in a common corridor ..The Port Simpson  location should minimize the probability of ocean bitumen spills .

Government,community,and corporate negotiators need to JOINTLY start putting a new plan together now .

…and get the Alberta bitumen moving to world markets ! !

 

Change routing,now !

A note to  Alberta ‘pipe dreamers’  who want  to traverse BC lands and waters ..Please  ,BEFOREHAND,  discuss routing plans with local local leaders and officials !

 

The President and CEO of Enbridge was once quoted in the press about ‘the possibility’ of moving out of Douglas Channel (Kitimat) …..and now  Alberta Premier,Jim Prentice says  there are “other options besides Kitimat from which to unload unrefined heavy oil onto tankers” …and  then days later ‘forgot’ what he’d said !..  And now we have he UBCM convention ready to challenge the dumb Kinder Morgan proposed routing through Burrard Inlet and the busy Salish Sea shipping lanes which potentially threatens  these busy waters,and  shores and  waters in Southern BC and Washington state…

 

Since there is NO SCIENTIFICALLY PROVEN, field DEMONSTRATED method, for handling bitumen spills in typical ocean conditions we suggest that you

Install your terminal and shipping routes where the probability and consequences of bitumen spills is minimized—that is ,NOT DOUGLAS CHANNEL—or the busy SALISH SEA  SHIPPING LANES..  It’s simple; build ONE COMBINED PIPELINES SYSTEM from Alberta  to Port Simpson…and from there ship directly to world markets.

 

Mr.  Harper could now hear and work with our mayors ,and instruct the NEB to order a ‘pipelines route change’ ….and   FIX THE BC PIPELINES MESS,NOW—and see happier faces at BC polls…in October 2015 !
